Our Putnam Service Project (PSP) provides critical and emergency home repairs to low-income homeowners in Putnam County. Included in the PSP is our handicapped ramp program which works with Tim Campbell’s Church of Palatka group (COP) whereby we supply the materials and COP provides the labor.
PSP is most effective when the homeowner does not qualify for the USDA 504 program or the State Housing Initiatives Program (SHIP) or when the homeowner is experiencing a critical or emergency situation which requires immediate action. The USDA and SHIP programs can take 60-90 days from qualification to completion of work.
USDA 504 Home Repair Program

We have been directing qualified homeowners to this program for more than five years. Once we prequalify the homeowner, we do their application in our office and forward it to the USDA office in Ocala.
This program can fund high-dollar repairs (up to $20,000) on all types of homes including mobile homes. This program features 1% loans for 20 years and outright grants for those 62 and older. All applicants must have acceptable credit (640 or higher) to be accepted.
State Housing Initiatives Program (SHIP) – Home Repairs

We have been directing qualified homeowners to this program for more than three years. Once we prequalify the homeowner, we instruct them to pick up their application from the county commission office, fill it out, and return it to the same office. From that point, the application goes to Northeast Florida Regional Council who processes the application and oversees completion of work. We do not track applicants once we refer the homeowner to the county office. Personal credit is not a factor. SHIP does not repair mobile homes. It is a grant program, not a loan program. As with the USDA 504 program, SHIP can do up to $20,000.

USDA 504 Home Repair Program
We have been directing qualified homeowners to this program for more than five years. Once we prequalify the homeowner, we do their application in our office and forward it to the USDA office in Ocala.
This program can fund high-dollar repairs (up to $20,000) on all types of homes including mobile homes. This program features 1% loans for 20 years and outright grants for those 62 and older. All applicants must have acceptable credit (640 or higher) to be accepted.
Over the past year we prequalified 39 homeowners. Nine of those have been approved. The remaining homeowners are at some point in the approval process or have chosen to be dropped from consideration.
Six households were qualified, assisted, and completed in FY 2013-14 .

Clothing and Shoes Recycle Income Program
100 percent of the proceeds of this program go PSP. We currently have 22 recycle boxes throughout Putnam County.
